This is Cliffs, an atmospheric sandbox map set to the song Cliffs from Selected Ambient Works Volume II by Aphex Twin.
The song Cliffs is obviously property of Aphex Twin.
The ambient wind sounds are from Half-Life 2 which are likely from a stock sound library.
