Death Quota
Adds an increase to the quota for not collecting bodies. Can either completely replace vanilla mechanics, using the existing fine system to add quota on (and will not increase at the end of quota), or can tack on a small 50 credits for each body while retaining the vanilla quota increase mechanics.
