ScrapOutside

Description

Selects scrap items to spawn outside from the moon's scrap pool.
By default, the amount of scrap spawned outside is low but increases with quota, furniture luck, amount of scrap inside and weather. All of the values can be tweaked in the configuration. You can also pick from simpler algorithms to determine how much scrap to spawn, as well as set a chance for no outside scrap to spawn. You can configure outside scrap spawning individually for each moon, what scrap to spawn and where to spawn it.
