Artifact of Haste
Implements the Artifact of Haste, an artifact inspired by Turbo mode from DMC. While the artifact is active, it increases the game's time scale to 1.2, such that most systems run 20% faster. The run timer updates are proportionally scaled down so that it is still an accurate reflection of the run duration.
