These abilities are implemented using a hidden item, which is expansion locked. Therefore, if you play the characters without the corresponding DLC enabled, their passive won't work. Originally, when Survivors of the Void came out, you couldn't even play a character without their expansion. However, that changed in one of the subsequent releases - resulting in this bug. Note, this still requires you to have the content purchased.
