Should work fine with vanilla, not sure about other mods

Terrainer

Adds two new modes to the Hoe: pick an exact world height with the keyboard and level terrain in the selected area to it — like a "terrain leveler" from creative tools, but using the vanilla hoe mechanics.

Works in multiplayer with the mod installed only on the client. Terrain changes sync through the vanilla terrain system, so other players (and the server) don't need the mod.
