Belts, splitters and underground belts no longer consume gears. Machines consume gears instead (configurable).

Belts, underground belts, station belts and splitters no longer cost gears.
Machines now cost gears: 3 for level 1 (_t1), 5 for level 2 and everything else. Configurable per machine.
Per-type toggles for belts, chests and pallets.
Settings are localized (English, Spanish) and follow the game language.
