prevents people from using the scouts honor when not everyone is near the statue or dead or when people spawn the scout's honor.

works as a host only mod, but other clients will have the white loading screen for a few seconds, unless they also have the mod!

when you use the scouts honor, it disappears if you don't have the mod, so when you're in the citadel, it spawns a new one at the statue. (to not make it so your legit one is deleted...)
