Starting with fixing Artificers Flamethrower.
Improvements: Flamethrower ticks scale with attack speed. Flamethrower ignite ticks do not scale with attack speed. Flamethrower doesn't cancel sprint, but it does add a slight movement penalty. Flamethrower adds a small ArmorBonus.
Future improvements: New alternate Primary Fire, to scale with attack speed, without breaking skill flow.
