Gives the Scavenger grappling hook to every role, alongside their normal role ability.

[Debug] ForceAdvancedHook), and an older config's saved value no longer applies. - README: crewmates don't need this mod, only the Ectype Framework. 0.11.0's listing said everyone in the room did.
