Hunk Momentum Passive

Adds a sprinting momentum passive ability designed for HUNK (with an optional toggle to enable it for all survivors).

Momentum Accumulation: While sprinting continuously, HUNK gains stacks of Momentum (up to 100 stacks by default).
Speed Scaling: Each stack increases base movement speed (+1% per stack by default) and sprint speed (+0.5% per stack by default).
Smooth Decay or Instant Reset: Stacks decay gradually when you stop sprinting (or reset instantly if enabled in the config).
Full Multiplayer Compatibility: Uses native RoR2 server-side buff synchronization (SetBuffCount) and RecalculateStatsAPI, preventing multiplayer desyncs or crashes.
Risk Of Options Support: All values (stack rate, max stacks, speed bonus, decay rate) can be adjusted in-game via the Risk Of Options mod menu.
