Blasted Swimming Tarred Bug Fix
Fixes stale swimming/tar states, ZNetScene cleanup errors, LiquidVolume lifetime, Character and StatusEffect teardown, EnemyHud cleanup, plus optional MagicPlugin projectile, summon teleport, registry safety, and peer-owned cosmetic ZDO reduction.
